The zones of Baabda, Hazmieh, and Loueizeh are three suburbs of the Capital with a very high degree of urban development. Throughout the past fifty years there have been a number of changes in the pattern of land ownership and the road network.
Lack of coordination among the various departments which issued the planning decrees necessitated the compilation of a master plan in GIS format that highlights the zones of conflict among them.
A complete land survey took place to identify these zones, followed by the constitution of a master plan that corrects the anomalies and rectifies the lack of coordination.
As a last step, a revision of the master plan was carried out in order to cancel unnecessary projected roads and streets and to add other necessary connections. A single planning decree would be issued replacing all precedent decrees, and harmonizing their result.
